I have a box of miscellaneous tools rusty on my ship. Is there an easy way to remove the oxide surface of stainless steel these tools?

Naval Jelly works well, but their steel tools are made of stainless steel. Stainless steel should not rust.
Spray with WD-40 or equal, and let it sit for a while, several hours or even days. Then wipe the rust. If it persists, you need a small wire brush, like a Dremel tool to use to get all the rust.

I doubt they are made of stainless steel tools. Get one gallons Ospho or Rusticide and purpose in a container that your tools meet again tomorrow, and the rust will disappear. Rinse with water and spray with WD-40
